After an extensive consultation process, the European Commission has presented a legislative proposal to replace the current regulation overseeing the protection of live animals during transport. Although the IRU appreciates some adjustments, it notes that the approach to responsibility for various actors remains uneven.
This review seeks to improve animal welfare during transport from origin to destination, even outside the EU. The proposal includes provisions on restrictions on travel duration, more space in vehicles, temperature control, regulations for travel to third countries, roles in the logistics chain and digitalization.
Raluca Marian, IRU EU Advocacy Director, welcomes the review but highlights the inequality in the approach towards responsible parties, especially in competence, knowledge and training. It notes that the proposal does not adequately address the responsibility of deciding the suitability of the animal for transport, emphasizing the need for additional guarantees. Training is limited to drivers and assistants, a one-sided approach according to Marian, who advocates comprehensive training for all professionals involved in the logistics of live animal transportation.
